NTSB member Tom Chapman said in a news conference Saturday that they’re still in the early phases of the investigation and are not ready to provide any conclusions, but confirmed that the bus was traveling at a high rate of speed.

“We will not be determining the probable cause of the crash while we’re on scene nor will we speculate about the cause,” Chapman said. “These are the first steps in a lengthy investigative process.”

Officials said during the news conference that they will release a preliminary report within 30 days.

According to Virginia State Police, the crash happened around 2:35 a.m. on southbound I-95 in Stafford County, near Quantico.

All five people who died were in vehicles struck by the bus and 44 people were taken to hospitals, including three in critical condition, police said.

The bus failed to slow down while approaching the zone and struck a Chevrolet Suburban, causing a chain-reaction where the SUV crashed into an Acura and other vehicles.

The bus then hit additional vehicles. Police said that coach bus, operated by E&P Travel, was carrying around 34 occupants from New York City to Charlotte, North Carolina.

Four of the people who were killed were inside the Acura: Dmitri Doncev, 45, Ecaterina Doncev, 44, and their children Emily and Mark. They were from Greenfield, Massachusetts.

Priscilla R. Mafalda, a 25-year-old woman from Worcester, Massachusetts, was inside the Suburban that was struck by the bus and died in the collision, according to the NTSB.

State police identified the bus driver as Jing S. Dong, 48, of Staten Island, New York. Authorities said he was charged with two counts of voluntary manslaughter.

The bus was operated by E&P Travel Inc. of Kings Mountain, North Carolina. A compliance snapshot from the Federal Motor Carrier Safety Administration showed one injury crash involving the company鈥檚 vehicles in the previous two years and listed its safety rating as satisfactory.

The General Services Administration said the deal will .

The 1918 building at 401 14th St. SW spans about 174,000 square feet on a 2.76-acre property overlooking the Tidal Basin. It is perhaps best known for the traffic ramp from Maine Avenue to Interstate 395 that runs through it.

The sale is part of the federal government’s broader push to unload what it says is underutilized real estate.

According to the , the building was under contract for months. Deed records show Satvik “Vinny” Raj, a Vienna, Virginia-based managing director and founder of Digilent Consulting, purchased the Liberty Loan building with a $17.5 million loan from OakNorth Bank in the United Kingdom.

Nearly $15 million of that loan was used to purchase the building. GSA was considering cash offers for the property.

Historic protections and site restrictions

The sale also includes a 1.8-acre piece of Reservation 2, known as the Washington Monument Grounds, which the National Park Service transferred to GSA earlier this year to help facilitate the deal.

The parcel comes with restrictions requiring landscaping, hardscape and streetscape features to remain visually compatible with the surrounding area and it bars commercial signage, mirroring rules that apply to the National Mall.

The property, found eligible in December 2024 for a spot on the National Register, was conveyed with a historic preservation covenant requiring approval from the D.C. State Historic Preservation Officer for alterations.

The GSA said the six-story building, situated within walking distance of the National Mall, Washington Monument and the Southwest waterfront, is in a prime spot for new economic development.

The GSA said the sale is expected to save taxpayers nearly $14.6 million in deferred maintenance and about $1.6 million a year in operating costs, as the agency continues a broader effort to dispose of other underused federal buildings.

Duffy announced Thursday.

The U.S. Department of Transportation plans to invest the funds in building repairs; upgrades to ticketing, the Amtrak lounge and the concourse; new stores, signage and parking to raise revenues; and “family-friendly infrastructure,” the department .

The grants were made through the , which began with a 2015 surface-rail improvement bill in Congress.

Duffy called the investment a major step toward restoring and expanding Union Station鈥檚 passenger areas, saying the work will help create a transit hub for residents, commuters and visitors while preserving the station鈥檚 historic character.

The plan differs from a $10 billion Biden-era proposal for expanding the train station, including a new atrium-like hall with very high ceilings. The plan focused on gradual expansion rather than immediate repairs, the department said, calling it a “boondoggle.”

Projects included in the $465.8 million investment include replacing the station’s , repairing the parking garage and station interior, and construction in the passenger concourse.

Amtrak President Roger Harris said the funding marks a significant step in the station鈥檚 revitalization and will help lay the groundwork for a more modern facility.

Mayor Muriel Bowser issued an emergency order last week that allows the D.C. police chief to create curfew zones in听response to teen takeovers and youth crime within certain quadrants of the city.

Police said the curfew zone covers the U Street Corridor and will be in effect from 8 p.m. to 11 p.m. Thursday through Sunday.

Here’s what areas are included in the U Street Corridor juvenile curfew zone.

To the north:听

  • Vermont Avenue to Florida Avenue NW
  • Florida Avenue to 9th Street NW

Within a juvenile curfew zone, people younger than 18 aren’t allowed to gather in a group of nine or more in a public place, or on the premises of an establishment, unless they are engaged in exempted activities, D.C. police said.

Police also reminded the public that a citywide curfew for people younger than 18 begins nightly at 11 p.m. and lasts until 6 a.m. the following morning.

According to an LCPS news release, the school division said the allegations are “serious and unacceptable and that it responded through school-based, administrative and law enforcement channels after the concerns were raised.”

LCPS said its priorities throughout the ongoing investigation have been on supporting students and families, protecting student privacy and maintaining a safe learning environment for students and staff. The district said it continues to work closely with law enforcement.

OCR鈥檚 public communications suggest the agency may already have reached conclusions in the case, and LCPS said it expects the investigation to “remain neutral and based on a fair and objective review of the facts.”

LCPS warned that heightened media attention could be harmful to students and families involved.

They remain committed to keeping schools safe, supportive, welcoming and respectful for every student.

They will continue working with students, families, staff, law enforcement and the broader community while the matter moves through the appropriate processes.

Last year, Robinson was convicted of murdering 54-year-old Allene 鈥淏eth鈥 Redmon and 39-year-old听Tonita Lorice Smith in a Harrisonburg motel room in the fall of 2021. A jury found him guilty of two counts of first-degree murder, two counts of aggravated murder and two counts of concealing a dead body in 2025.

During the four-day trial last year, jurors watched hotel surveillance video showing Robinson entering a motel room with the two women on separate occasions and leaving the next morning with a shopping cart covered by a sheet.

The jury at that time recommended four life sentences, plus 10 years in prison and a $400,000 fine.

Robinson is also wanted in connection with the murder of another woman in D.C. 鈥 40-year-old Sonya Champ of Northwest D.C. who was found a few blocks from Union Station in a shopping cart covered with a blanket.

Robinson is suspected in the deaths of two more women in Fairfax County 鈥 Stephanie Harrison, 48, of Redding, California, and Cheyenne Brown, 29, of Southeast D.C, near the Moon Inn Hotel in Alexandria. Their remains were found in a plastic container near a shopping cart, in a wooded area near the 2400 block of Fairhaven Avenue.

No formal charges have been filed against Robinson in the deaths of Harrison and Brown in Fairfax County.

Police said 28-year-old Charles Joseph Ali was arrested Thursday on a felony destruction of property charge.

In court documents, officials said his father recognized him in the alert put out by police, arranged for him to surrender at the Second District station and expressed that his sister was “upset” about the incident.

Surveillance video showed the suspect first trying to lift a D.C. Department of Public Works trash can before grabbing the beer keg and throwing it through the bakery鈥檚 front window around midnight Monday, May 18.

An employee inside hid in the back after hearing the loud noise and glass shatter, police said. No one was injured.

Police said the suspect ran from the bakery after causing about $10,000 in damage.

“That level of disregard for others is shocking,” Georgetown Cupcake owners Katherine Berman and Sophie LaMontagne said in a statement.

Police also said they believe the same man was tied to last month at a business in the 1900 block of M Street NW shortly before 5 a.m. on April 24.

Ali pleaded not guilty in court Friday, was released on his own recognizance and was ordered to stay away from Georgetown Cupcake. He is due back in court June 11 for a preliminary hearing.

According to D.C. police, officers responded shortly after 11 p.m. Sunday to a report of property damage at Georgetown Cupcake at the corner of 33rd Street and M Street Northwest.

When officers arrived, they found the front window at the business fully shattered and observed a gray keg inside the store.

Multiple cameras are located inside and outside the business; Georgetown Cupcake that shows a male suspect apparently picking up a keg and using it to smash the window.

An employee told police she was inside the bakery when she heard a loud noise and the sound of glass breaking, according to a police report. She immediately moved to the back of the store for safety.

Police said the employee described the suspect as a white male with brown hair, approximately 5-foot-8-inch to 5-foot-9-inch, wearing a green T-shirt and khaki pants. She told investigators she was unable to see his face.

According to police, after throwing the keg through the window, the suspect walked north on the 1200 block of 33rd Street Northwest.

The incident is being investigated as felony destruction of property. Police estimated damage to the storefront window at $10,000.

No injuries were reported.

Georgetown Cupcake owners, Katherine Berman and Sophie LaMontagne, put out a calling the incident “reckless, dangerous, and completely unacceptable behavior.”

“It鈥檚 honestly hard to put into words how upsetting this is,” they wrote. “Someone threw a keg through the window of our business. People were inside and scared. That level of disregard for others is shocking.”

The owners made a point in their statement to say that “anyone responsible would be held accountable. There are cameras, there are witnesses, and there will be consequences.”

An employee at the bakery told 海角社区app it would reopen later in the day. Police are asking anyone with information to contact the department.

South Capitol Street reopens; ‘barricade situation’ remains after man scales Frederick Douglass Bridge /dc-transit/2026/05/barricade-situation-on-frederick-douglass-bridge-dc-police-ask-drivers-to-avoid-area/ Sat, 02 May 2026 13:32:22 +0000 /?p=29204823 South Capitol Street at the Frederick Douglass Bridge in D.C. has reopened, but authorities continue to monitor a “barricade situation” after a person scaled one of the bridge’s arches Friday.

The man remains on top of the bridge as of Saturday.

While all outbound lanes of the bridge have reopened, just one inbound lane is open to traffic.

D.C. Fire and EMS said a high-angle technical rescue team was working with police after the person climbed the bridge Friday afternoon.

The activity had closed South Capitol Street both ways, leading to significant traffic impacts to the afternoon rush and a baseball game at nearby Nationals Park. Authorities urged drivers to stay away from the area.

Marideth Sandler, who lives in Dock 79 near the bridge, described the moment when she realized that someone had climbed the bridge.

“I look out the window quite a bit. And I happened to see the traffic on the other side stopped by a bunch of fire engines. And then I started to look closer, and looked up and saw this long, black ribbon flowing in the breeze. And then I looked down, and there’s the police boats,” Sandler said.

“I then looked up and saw next to the light, this extra thing, so I grabbed my long lens and found that it was a man up there.”

Florida-based activist Guido Reichstadter posted on X that he walked on top of the bridge around 3:30 p.m. Friday.

D.C. police confirmed to 海角社区app that Reichstadter is the same person who scaled the bridge after Roe v. Wade was overturned in 2022.

After he last climbed the bridge, the District’s Department of Transportation told news outlets that there were plans to install new permanent measures to improve safety and security at the bridge.

On Friday, a DDOT spokesman said the agency did not install the measures because “it couldn’t find anything safe that wouldn’t create issues for the bridge.”

Officers with the Maryland-National Capital Park Police and the Prince George’s County Police Department arrived at Oxon Run Community Park at around 10:20 p.m., park police said. They were responding to a report of an unresponsive woman.

The woman, 38-year-old Juanita Frazier, was found shot and was pronounced dead at the scene, despite life-saving efforts by first responders, according to police.

The Prince George’s County police homicide unit has taken over the investigation.

Police are offering a reward of up to $25,000 for information leading to an arrest and indictment in the case.

The MPSSAA Board of Control approved the move, and Maryland Superintendent of Schools Carey Wright signed off, the association said.

The first MPSSAA season will include three state tournament classifications based on school enrollment. Practice is set to begin Aug. 12, and the season is scheduled to end with state championship games at M&T Bank Stadium in mid-November.

鈥淭his is a historic day for our student-athletes and the sport of girls flag football,鈥 MPSSAA Executive Director Andy Warner said.

The decision follows a pilot program launched with support from the Baltimore Ravens and several school systems.

The pilot began in 2023 with 10 teams. By 2026, 132 schools about 66 percent of MPSSAA member schools were participating. MPSSAA guidelines require at least 40 percent participation for state championship consideration.

At the NFL draft in Pittsburgh, the Ravens are hosting girls flag football players from school systems that participated in the first two years of the initiative: Frederick, Montgomery, Washington and Baltimore City.

鈥淭he momentum generated since the launch of our girls flag football pilot program in 2023 has led to this landmark sanctioning announcement,鈥 Ravens President Sashi Brown said.

The Ravens have provided more than $1 million in funding support to participating school systems, the MPSSAA said. Under Armour has provided uniforms to participating counties since the initiative launched.

The Washington Commanders joined in fiscal and administrative support for Montgomery County and Prince George鈥檚 County public school systems during the 2025-26 school year, officials said.

Police said the Navy Yard juvenile curfew zone covers the following perimeter:

South:

  • Anacostia River

West:

The event held at Ballou High School in Southeast D.C. was hosted by Moss鈥 89 Ways to Give Foundation in partnership with Health Services for Children with Special Needs.

鈥淲e鈥檝e got a bunch of kids out here going through drills,鈥 Moss said. 鈥淚鈥檓 here to make sure they have a great time.鈥

Between stations, Moss stopped to shake hands, pose for selfies and talk with participants and their families.

鈥淵ou can come out and make a difference. Make an impact with just your presence,鈥 he said.

Organizers said the clinic was designed to give children a chance to learn the basics, build confidence and have fun in a supportive environment.

Ashley Young, who helped plan the event, said creating opportunities for children with disabilities is personal to her.

鈥淓ven though my child doesn鈥檛 have a disability, being able to work with kids who do and put on events like this means a lot to me,鈥 Young said.

Moss said the clinic was about more than football fundamentals. He said he wants kids to leave believing they can succeed well beyond the field.

鈥淚 always tell them, if you can touch me, you can be me,鈥 Moss said. 鈥淚t鈥檚 not necessarily about being a football player it鈥檚 about being successful in life.鈥

“This is an unimaginably difficult moment for the family, and our attention is on supporting one another. We respectfully ask for privacy and space as we navigate the days ahead,鈥 the statement read.

The statement was in response to the discovery this week of Cerina Fairfax and her husband, former Virginia Lt. Gov. Justin Fairfax, dead in their Annandale home as the result of a murder suicide where Justin Fairfax killed his wife and then turned the gun on himself.

The couple was in the midst of a 鈥渕essy鈥 divorce.

Fairfax was apparently served paperwork 鈥渁ssociated with an upcoming court proceeding,鈥 which may have led to the shooting, Police Chief Kevin Davis said.

In January, Fairfax alleged that his wife assaulted him, an accusation that Davis said was investigated by police and found to be untrue.

The couple were separated while living in the house together, but Justin Fairfax had until the end of April to move out, per a judge鈥檚 order.

Cerina Fairfax had testified in court that her husband drank daily, and that his living space was littered with empty wine bottles and piles of dirty laundry. He bought a handgun in 2022 with money intended for horseback riding lessons for their children, court records showed.

According to court documents, Justin Fairfax鈥檚 鈥渕ental and emotional health鈥 suffered after two setbacks: his unsuccessful 2013 campaign for the Democratic nomination for attorney general and the 2019 sexual assault scandal that ended his political career. After both, he drank heavily and withdrew from his family, but while it took about a month to recover from the first setback, he never bounced back from the second.

The couple鈥檚 teenage children, a boy and a girl, were in the house when it happened. Police said neither were physically harmed.

An outpouring of support and sympathy has been left at Dr. Fairfax’s dental office in the days since her murder.

Longtime patients described her as kind, compassionate and deeply caring.

鈥淭hey tell me that when a man texts or calls me, I鈥檓 supposed to wait 24 to 36 hours to answer him back. Well, in the season I鈥檓 in, I won鈥檛 remember who texted me. I have to get back to you right away.鈥

Describing herself as 鈥渙ld school,鈥 Shepherd said she鈥檚 not a fan of long phone conversations before a first date.

鈥淵ou cannot take three hours of my time telling me all of your problems what your grandmother did and didn鈥檛 do and we haven鈥檛 even had a ribeye,鈥 she said. 鈥淪o, you make that make sense.鈥

In addition to touring, Shepherd highlighted an upcoming film she executive produced with 鈥淕ood Morning America鈥 co-anchor Robin Roberts.

The movie, based on the true story of Genelle Guzman, is expected to be released around Sept. 12.

Shepherd also reflected on her career milestones, including receiving a star on the Hollywood Walk of Fame and her time on 鈥淭he Jamie Foxx Show鈥 and 鈥淭he View.鈥
